Xaricdə yaşayan Azərbaycan şəxsiyyətlərinin UNESCO-ya məktubu.

Dünya Anadilinin qeyd edilməsi istiqamətində İran Azərbazcanlıları UNESCO-nun hədəflərinə inam və etiqadla, dünya sülhünə arxalanaraq , bu günün qeyd edilməsi ümidilə qədəm götürüb, müxtəlif dillərin və mədəniyyətlərin genişlənməsi və çiçəklənməsi, elece də toleransın insanlar arasında yayılması hedəfiylə bir proqram planlaşdırılmışdır.

İranın müxtəlif yerlərindən 18 məruzəçi bu münasibətilə Təbriz şəhərinə də’vət edilmişdilər. Təəsüflə ölkənin məsul dairələri tərəfindən buna rəsmi icazə verilməsinə baxmayaraq, proqramın başlanmasından bir az öncə ona qarşısı alınmışdır. onlar bu işlə bir daha öz siyasətlərinin davamı olaraq başqa dillərin məhv olmasına bir daha can atdilar.

BMT-nin 1998-də verdiyi statistikaya görə biz 23 milyon Ayəebaycanlılar İran əhalisinin 37 faizini, 22 milyon Farslar isə 35 faizini və bununla yanaşı 70 dil və ləhcə ilə ölkə əhalisini təşkil edirik.

Təəsüflə 1925-ci ildən indiyədək bu rəngarəng mədəniyyətdə fars dilindən başqa diğər dillər və ləhcələr panfarsizmin qurbanı olublar. 1979-cu ilin inqilabı da bu siyasətin yolunu dəyişmədi və İran ölkəsi dillər, ləhcələr və mədəniyyətlərin ölüm mərkəzi qaldı. 1953-cü ilin mart ayında nəşr olunmuş rəsmi dövlət dərgisi olan “Fərhəng-e İran”-nın birinci nömrəsinə əsasən İranda 200 dil və ləhcə olmuşdur. Bu 50 ilin ərzində bu dil və ləhcədən 130-u məhv olmuş və ya məhv olmaqdadır.

Biz xaricdə yaşayan Azərbaycanlılar Azərbaycan Kültür Ocağı vasitəsilə UNESCO prezidentinə və insan haqlarını qoruyan cəmiyyətlərə çatdıraraq öz etirazımızı bildiririk.

در راستای بزرگداشت روز جهانی زبان مادری ,آذربایجانیهای ایران با ایمان و اعتقاد به هدفهای یونسکو درراه رسیدن به صلح جهانی و با امید به اینکه گرامیداشت این روز، قدم مؤثری خواهد بود برای ترویج و تشویق تنوع زبان و فرهنگ و توسعه تولرانس (Tolerans) بین انسانها اقدام به برگزاری برنامه ای به این مناسبت کردند.

18 نفر سخنران از نقاط مختلف ایران به شهر تبریز مرکز آذربایجان ایران دعوت شده بودند که متأسفانه مقامات کشور با وجود آنکه از رسمیت و اجازه آن اطلاع داشتند مانع برگزاری آن شده و بار دیگر قدم مؤثری در ادامه سیاست مرگ زبانها برداشتند.

ما 23 میلیون نفر آذربایجانیان ایرانی که بنا به آمار سازمان ملل (در سال 1998) 37% جمعیت کشور را در مقابل 22 میلیون فارس 35% جمعیت کشور، و در کنار 70 زبان و لهجه تشکیل می دهیم. متأسفانه از سال 1925 تاکنون در این گلستان فرهنگی جز زبان فارسی، همه زبانها و لهجه ها ممنوع شده و قربانی پان فارسیسم گشته است. انقلاب 1979 نیز در این خط سیاسی تغییری نداد و همچنان ایران مرکزمرگ زبانها و لهجه ها و فرهنگها باقی ماند. بنا به نشریه رسمی ؛ فرهنگ ایران؛ شماره 1 ( مارس 1953) از 200 زبان و لهجه در ایران، به فاصله پنجاه سال 130 زبان و لهجه نابود و یا در شرف نابودی قرار گرفته اند.

ما آذربایجانیهای مقیم خارج، از طریق کانون فرهنگی آذربایجان در برلین؛ اعتراض خودرا به اطلاع مقامات عالیرتبه و رئیس محترم ؛ یونسکو و حقوق بشر؛ میرسانیم.

Appeal to : UNESCO and Human Rights Organization

On behalf of Iranian Azerbaijanis who respect the 21 st. of February as the annual International Mother Language Day , and as the believers of UNESCO’s intention to achieve global peace through solving cultural differences Azerbaijanis had decided to celebrate this day in the city of Tabirz ( the central city of Iranian Azerbaijan ) in order to help a better understanding , integration and co-operation amongst the ethnic Iranian .

They had obtained proper permit from the special organization within the government of Islamic Republic of Iran for this occasion and had invited 18 linguists and related speakers to participate in this celebration .

In spite of necessary information which were presented to the authorities in TABIRZ, assembling permit was denied by police force some hours before the beginning of the ceremony and the participants were obliged to leave the area without any clarification .

Referring to the latest statistics of UNESCO which clearly specifies that “ half of the world’s 6000 to 7000 languages are in danger of extinction “ we the 23,000,000 Azerbaijanis of Iran ( UN statistics 1998 ) composing % 37 of Iranian population against 22,000,000 Farsi speaking population of the country (% 35 as the same statistics ) are facing the danger of extinction of our mother language due to the lack of educating our children in our own language.

Although we , Azerbaijanis along with speakers of other languages and dialects are the actual nation of Iran , unfortunately since 1925 our language rights have officially been taken over by Farsi language and we have lost the rights of any development and protection over our own Mother language by forbidding them to educate in schools and other educational organizations , which concluded none Farsi languages to be sacrificed by Chauvinistic Pan-Farsism .

Even after the Islamic Revolution of Iran ( 1979 ) in-spite-of articles 15 and 19 of country’s constitutional law to protect none Farsi languages , the government has not been able to support none Farsi languages in the country and Iran has become the largest grave-yard of none Farsi mother languages and dialects .

In accordance with the latest verifications and investigations , Iranian nation is facing the danger of extinction of about 130 languages and dialects out of 200 living languages and dialects of the country within next 50 years if immediate actions are not taken to reserve them in proper ways.

We therefore take the opportunity of forwarding our appeal to the UNESCO and Human Rights Organizations to help us with reservation of our mother language within humanitarian bounds and boundaries before it becomes humanitarian disaster.
